RAND California's English Learner (EL) Students Redesignated as Fluent-English Proficient (RFEP) reports the number of limited English students redesignated as fluent English proficient and their associated instructional programs and services for California, counties, school districts, and schools. Data reported reflect student counts in March of each year. The source for these data is the California Department of Education.
